It is a situation resulting from a group of factors, we can say is the lack of opportunities given to the inhabitants of an area because of the configuration of the urban landscape in which they live or transit.

For example usually upscale neighborhoods have some unique poor urban designs (at least in my city) this are the cases: poor public transport system that makes their inhabitants dependent of private cars even thought they can have spaces forwalking and bikes but they are used mostly for recreational purposes and not as mean of transportation, people going to work there usually have to walk great distances in order to reach their destinations. They lack security as a result of few areas of contact, this means few persons in the street meeting and forming bonds one with the other, people does not know each other and therefore there is not a sense of community. There are empty streets after some hours which makes dangerous for people to walk by because if something happens there is no one to see it or to stop it. Neighbors does not know each other so you can not identify when strangers are inside the area and in general people live inside their houses leaving outside the streets making them not friendly after some hours.

Now, what people recognize mostly as a poor urban space are that kind of spaces where you lack of basic services as potable water and/or sewers and/or electricity and/or public light. This usually means too lack of pavements streets, lack of sidewalks, lack of public spaces as parks, lack of green areas and lack of security, generally this places have access to public transportation but not always. When a mixture of all this is present you have a poor urban space and people who lives there are urban poor.
