Hello mate,here is your answer!

It was not declared by any institution of india……Subash Chandra Bose(BOSE resigned from INC in 1939 due to ideological differences with Gandhiji) in 1942, for first time named Gandhiji,as FATHER OF THE NATION,then on all the other leaders followed it.
