here's two ways i can answer this:

1. If we look at this question (keeping Darwin's theory of evolution in mind), we can assume that the hen was evolved from a different animal which could've been the predecessor of the hen. It could've been a bird that needed to adapt to its surroundings (to lay eggs while also defending them). This is just an assumption, though. Or maybe some kinda bird messed up somewhere in the reproductive process somehow and that resulted in forming the hen (which is highly unlikely).

2. Now if we take into consideration only the hen and the egg, both ways are possible.. (hen first)- If we consider the evolution theory once again, we can assume the hen was formed from a different type of bird that needed to adapt to its surroundings. And then the hen layed its eggs. (egg first)- this  might seem comical but, if we go back to the era of the dinosaurs, even they layed eggs. so maybe the hen came from eras of changes in the embryo of the egg.
