We can measure from Greenwich Meridian. If it is 12 noon in India,we know that difference between two longitudes is 2 min ,Greenwich Meridian is 0 and IST is 87.5 longitude so the time difference will be 5hr 30 min or 330 min.

We can do so with Help from the Greenwich Meridian but we have to know the longitudinal difference between the two.

Example:-

If it is 12 noon at Greenwich, time in India:

We know that the time difference between 2 longitudes is 4 min. and IST (Indian Standard Time) is located at 82.5 longitudes whereas that of Greenwich is 0 longitude. Hence , time difference = 82.5 ×4 = 330 min. or 5 hrs 30 min.
