Who composed Prayaga Prashasti? Why is the inscription important?

The inscription was composed by Harisena in 300AD. The Prayag Prashasti, ascribes to the 4th century CE Gupta Emperor Samudragupta and follows immediately below the Ashoka edicts. It is considered as the classical Gupta age's most important historical document and has eight stanzas.
