Who conduct the sample surveys of poverty line?

I think NSSO (national sample survey office) conducts the survey of poverty in India and then government has various committees time to time to define the poverty line in india which divides the people in APL(above poverty line) and BPL(below poverty line).

Previously government has appointed committees headed by

1 Alagh committee

2Mr.Lakdawala

3Tendulkar committee

The poverty line is estimated periodically once in five years, by conducting sample surveys. The National Sample Survey Organisation or NSSO is an organization in the ministry of statistics of the Government of India.
