Charles Booth, a liverpool ship owner started the survey in East End of London in 1887 because of the following reasons:
He noticed a rise in poverty in London.
The survey was carried out to find out the number of people living in poverty. (Approximately one fifth of the population of London were very poor.)
The reason of such poverty was also determined from the survey.
It was helpful to determine the average age of the middle class people.
A significant death rate was observed at hospitals and mental asylum. The survey aimed to find out the reason behind the death too.
The survey was useful to list out homeless and very poor citizens of the city and then shelters were provided to them.
