Who considers political power as the centre of the study of political science?

If there is a power at the center of political science it is not a who but a what. The field is highly decentralized with various “powers” centered in universities and think-tanks. Each of these political science programs exercises a great deal of influence over what and how political phenomena are studied but none seems to be capable of extending its influence beyond limited circles. While, like all human endeavors, the field can be affected by enthusiasms (fads) with widespread influence, such influences are generally short-lived due to challenges from other “power centers” in the field.
