The objective of the National Water Policy is to take cognizance of the existing situation, to propose a framework for creation of a system of laws and institutions and for a plan of action with a unified national perspective.

National Water Policy is formulated by the Ministry of Water Resources of the Government of India to govern the planning and development of water resources and their optimum utilization.

On April 1, 2002 the National Water Resources council met under the Chairmanship of the Prime Minister and adopted the National Water Policy 2002, a revised version of the earlier policy of 1987.

Water scarcity has created a context of human and societal need wherein water stress has undermined the vitality of rural livelihoods, driven broad migratory movements, become a weapon of war, contributed to the growth of insurgencies and terrorist networks and given rise to increased demand for U.S. development, humanitarian and military assistance.
