LOK SABHA
As per article 84 of the constitution, a person is qualified to be a member of parliament provided he:
1.is a citizen of India
2.has completed 30 years of age in case of Rajya Sabha and 25 years in case of Lok Sabha.
3.possesses such other qualifications as may be prescribed in that behalf by or under any law made by Parliament.
The third condition above led the parliament to include other qualifications for MPs in the Representation of People Act (1951). These qualifications are as follows:
4.Only an elector can be elected. Thus, the candidate must be registered as a voter in a parliamentary constituency and must be eligible to vote.
RAJYA SABHA
Article 84 of the Constitution lays down the qualifications for membership of Parliament. A member of the Rajya Sabha must:[6]
Be a citizen of India.
Make and subscribe before some person authorized in that behalf by the Election Commission an oath or affirmation according to the form set out for the purpose in the Third Schedule to the Constitution.
Be at least 30 years old.
Be elected by the Legislative Assembly of States and Union territories by means of Single transferable vote through Proportional representation.[7]
Not be a proclaimed criminal.
Not be a subject of insolvent, i.e. he/she should not be in debt that he/she is not capable of repaying in a current manner and should have the ability to meet his/her financial expenses.
Not hold any other office of profit under the Government of India.
Not be of unsound mind.
Possess such other qualifications as may be prescribed in that behalf by or under any law made by Parliament.
Answer:
All those who wish to become members of the sabha should be
(i) Owners to land from which land revenue is collected.
(ii) They should have their own homes.
(iii) They should be between 35 and 70 years of age.
(iv) They should have knowledge of the vedas.
(v) They should be well-versed in administrative matters and honest.
