The Declaration of the Rights of Man and of the Citizen passed by National Constituent Assembly of France during french Revolution (1789) list the fallowing qualifications for an elector :

1.  He should be a man.

2.  He should be 25 years old.

3.  Pay taxes equal to three days of work.

4.  French national.

5.  could not be defined as servant.

These people who enjoy right to vote were called Active citizens and those who don't enjoy right to vote like women, slaves, foreigners, non-tax payers and less than 25 years of age were called passive citizens.
