Election Commission Of India is responsible for marking constituencies for elections. The process is called delimitation. The last delimitation was done in the year 2008 for parliamentary constituencies.

The process involves proposals for changes based on census updates, a public hearing of objections (from people and political parties) and an final order. This process also selects the SC/ST constituency. Usually, the constituency selected has the maximum SC/ST population.

There is a body which decides how constituencies are formed. And it is called Delimitation Commission. It is appointed by president of India and works in collaboration with election commission of India. The population of SC/ST decides whether the area is to be reserved for SC/ST.
