at noon , sun is directly above our head , so we get the light rays directly from sun after travelling the shortest distance , without much scattering of any particular colour . hence the sky is noon

The white sunray contains all 7 lights including blue, and the blue colour more than any other colours moves around in shorter and tiny waves.
During noon the availability of sunrays are the highest and that’s why the sky looks blue.
