In my opinion, both government and people plays an important role in keeping our environment clean without any pollution.It is the government who should urge the people to keep the environment clean and take measures regarding it.While it is the people who should implement it in their life and make the earth a clean and tidy easy place to live in.Hope it helps and pls mark as the best answer. :-)

Both individuals as well as government are equally responsible for pollution.

• There are exactly three groups of people that can be held responsible for adding to the pollution of our environment, that is, the consumers as well as the businesses that are responsible for the manufacture of the plastics that cause pollution, and governments who have been given the entire authority to enact and enforce regulations against pollution.
• Each group of people is accountable for its own actions and the spread of pollution. But instead of working together to solve the problem that has been caused by plastics, people frequently accuse one another and try to let go off the blame. Consumers, who are expected to act properly and leave no trace of their presence in the environment, are usually held responsible for polluting the environment for the creation of plastics. Governments, on the other hand, are hesitant to create new restrictions and when it comes to reinforce the, they become lousy in the process. Furthermore, despite the fact that they are already capable of doing a lot, customers like to blame the authorities and businesses, without taking up measures themselves.

Hence, both individuals as well as government are equally responsible for pollution.
