Who do you think was the better administrator – Sher Shah Suri or Akbar? Why?

Although, Akbar was good administrator as well because he introduced mansabdari system which give military ranks to civil officer and also he got rid of the powerful office of the wazir so that ultimate control could be with the emperor only. But I think that Sher Shah Suri was a better administrator than Akbar because he introduced many things like the new tax collection system, build roads and rest houses, established free kitchens, facilitate trade and communication and improved the system of justice and also many of these measures for continued by Akbar also.
