Usually to the Vice President. He shall then communicate this to the Lok Sabha Speaker. If in case the President wants to resign but the Vice President is also following the President's path, then the President should give the resignation letter to the CJI. There are provisions for the CJI to become the acting President if the Vice President is also vacating.
