Snapchat was founded by Evan Spiegel. I know about the incident. It was in news that Evan Spiegel said, "This app is only for rich people… I don’t want to expand into poor countries like India and Spain". This happened in 2015 when Evan Spiegel was having a discussion(meeting) to expand the app. 
In my opinion, he didn't say these words in public/ in front of media. There is no proof of him saying those words. This might be a way to deframe Snapchat.
