Answer:

"Rabindranath Tagore" gave the title of "Lokmanya" to "Balgangadhar Tilak". "Lokmanya" means "Beloved leader of the People". In 1857, when plague was spreading in Bombay, the assistant collector of Bombay at that time ordered killing of the infected people and burning of houses among other schemes to cease the disease from spreading. Tilak wrote articles in his newspaper called the Kesari which drew inspiration from the holy book of Hindus and prompted people to kill the assistant collector. Following which he was charged with murder and later when he emerged from the trial, he earned this title.
