I think it is the Parliament house which has the final authority for making laws, ordinances and acts. After the approval of Parliament, it is made into a law by the appropriate government machinery. It is then distributed to all divisions.
In the states, the state legislature has authority to make laws. At the country level, it is the Parliament consisting of elected members and representatives.
