Passing and modifying new laws of India belongs to the Parliament of India.

HOW IT HAPPENS:

When a new Act/Law is to be formed, a Bill (draft requesting the law) is proposed or passed by a minister of either of the House of the Parliament (Lok Sabha and Rajya Sabha). The resolution should be passed by at least two-thirds of the majority members present and voting. If it succeeds, the Bill becomes an Act.

Again, the President of India can promulgate ordinances (that can act as temporary law) when the Parliament is not in session. But this needs to be ratified by the Parliament, else this ceases to operate after 6 weeks of its issue.

A Money Bill is introduced in the Lok Sabha with the prior approval of the President. 

Also, the Parliament has the power to amend the Constitution.
There can be three cases by which it can do so:

1. By a simple majority.
2. By two thirds majority of those who are present and voting.
3. Two thirds majority + Support of half of the State Legislatures is essential for the third type of case.
