In a normal district, it is the DM who has more powers because he is the head of different departments in district (differing from 50-100 in different states). One of such department is Law and Order too. So, police works under the overall supervision of the DM in normal district.

But in the case of a Commissionerate, the Commissioner is given Magisterial powers. So, the Commissioner is sort of independent from the DM (think about this - we hear about DM of a district, but we always hear about only the Commissioner of Delhi or Mumbai). So, in such Commissionerates, the Commissioner is powerful because police (or Law and Order) is a very important department of the District. Take that out from the District Magistrate/Collector, and the other departments are tiny.
