The portfolio system in India was introduced by Lord Canning who was the governer General and the "viceroy of India".

EXPLANATION:

It was in the "Indian Council acts of 1861", it was the 'act' of British parliament. Later it transformed 'India’s executive council' to function as a 'cabinet'  which runs on the 'portfolio system'.The 'legislative powers' of 'Bombay' and "Madras Presidencies" was restored by the '1861 Act' taken away by 'Charter Act of 1833'.
