I just researched about it and woah! It is so so eerie. So like, it is the ghost of a supposed male spirit, a yōkai, that haunts the last stall of public washrooms (particularly female washrooms). I don't really think it is true in countries other than Japan, but there may be a chance. It appears to be a normal japanese person wearing a red cloak and whose face isn't visible.
My friend told me that it asks you whether you want red or blue paper. If you say red, then it slices off your neck. If you say blue, it chokes you till you turn blue. If you say any other colour, the ground disappears beneath you and a big hand comes out of it that carries you off to hell. Basically, if you have a possible encounter with Aka Manto, there is no way you can escape alive!!
This is tremendously creepy I know, but you'll most likely not come in contact with it (I wish so for me too).
Anyway, all this is what I know, there may be other info, which I don't know so don't kill me if I missed out on something lol.
