Hi friend,
The master of litigation is considered to be the police of that area where the crime has been committed, The reason is that the it the police who reaches at the crime scene and investigates the suspects and fire an FRI. They are the ones who do what is required in order to solve the murder case and at the end of the investigation when they figure out the reality and are sure of it, They litigate the criminal in the higher court and make sure that justice is served.
Thanks for asking.
