Dalai Lama is an institution of Gelug or Yellow hat school of Tibetan Budhism. This is the name given to the supreme religious and political head of Tibet. He is revered all over the Tibet and binternationally as well. This institution rose in the fifteenth century and the Dalai Lama is considered to be a Bodhisattva (the reincarnation of Buddha). The first of the Dalai Lama was Gendun Gyatso, though he was never formally recognised or instated. The first Dalai Lama to be instated and recognised by the Gelug school was Sonam Gyatso, the third Dalai Lama. Sonam Gyatso is also responsible for spreading Tibetan Buddhism across all of Mongolia. The next Dalai Lama is searched for after the death of each reigning Lama by a recognised body of Lamas.
At present, the recognised leader of the Gelug school is His Holiness the 14th Dalai Lama, Tenzin Gyatso. He was born in 1935 and formally recognised in 1939 at the age of 4. His reign has seen some great upheavels in Tibet. China had extended her control over tibet since 1950 and after the Tibetan uprising of 1959, Dalai Lama fled to India where he has been living since then.
So to answer your question, he was supposed to live in Tibet because he was the political and religious head of the country (now the autonomous region of Tibet under China). But as of now, he lives in Mcleodganj, Dharamshala in the Indian state of Himachal Pradesh.
As for the institution of Dalai Lama, only the present reigning Lama has the power to name his succesor. At the age of eighty, the 14th Dalai Lama has refused to do so and at times, given an indicaio t hat he wants to discontinue the instituion due to impending and expected Chinese influence on new Dalai Lama.
