The person who is empowered to summon and to dissolve the Lok Sabha is the President of India. He is also empowered to address the first session of the Parliament every year. He promulgates ordinances when the Parliament is not in session. However, the President can exercise these rules only after the Prime Minister and the Council of Minister permit him/her to do so. This is because India has a parliamentry form of government which means that the President is only a figure head of power and the actual power lies in the hands of the Prime Minister and his Council of Minister.
