India's first animal welfare law was enacted in 1960. It was called the Prevention of Cruelty towards Animals Act. It criminalises cruelty towards animals, but makes exceptions in cases where animals are used as food and for scientific experiments. The Animal Welfare Board of India was set up in 1962 under section 4 of the Act. Smt Rukmini Devi Arundale, the humantarian, was instrumental in setting up the Board and was its first Chairperson. Rukmini Devi was a theosophist, dancer and choreographer par excellence, but most of all she was a humanist and wanted animals too to be treated with love, respect and care.
