The father of Indian national congress is an Former British ICS officer, 'Allan Octavian Hume'.

Nationally he was from the land of Britain and was a British ICS officer, botanist and Ornithologist which he came to be known as 'the Father of Indian Ornithology'.

On 28th december 1855, Allan Octavian later founded the 'Indian national congress' which was the prominent organization in India . 'Allan Octavian Hume' was the leading spirits for formation of the 'Indian National congress'.
