Dean Paul H. Appleby was a US consultant in ‘Public Administration’, and he came to India on the invitation of the ‘Government of India’. Thereafter in India, he gave a number of recommendations, and after which the Indian Institute of Public Administration was created under the Societies Act of 1860.
That is why he is called the father of ‘Indian Public Administration’. The Institute was inaugurated by him being the President of the society and the first Prime Minister of India on March 29,1954, in New Delhi.
