Shri Haradanahalli Doddegowda Deve Gowda was not a Member of either house of Parliament at the time of his appointment as Prime Minister of India. Shri Tribhuvan Narain Singh was appointed the Chief Minister of Uttar Pradesh although he was not the member of either House of State Legislature
