in football (soccer) all players are allowed to touch the ball with their hands, when taking a throw in.


Not every hand ball is a foul: it must be a deliberate action (when the player’s hand goes to the ball).


Otherwise, it’s only legal for the goal keeper when inside the penalty box. And even then, there are restrictions (like not holding on longer than 6 seconds, not picking the ball up twice, or not handling the ball after a deliberate kick back or a throw in from a team mate).

The goalkeeper can pick the ball at any instant during play.

However during throw-in any player can throw the ball.

But during normal play no player is supposed to touch the ball with hand.

Otherwise if a player touches he will commit hand-ball.
