A head of the state is the highest ranking position in a Sovereign Country and is vested with powers to act as the chief public representative of that state.
Head of the Indian Union :
In India, the President is the Head of the State but he is not the real head. He/she is only the nominal head of the country. He/she acts just as the Queen of Britain, where all the actions are done under Queen's name. The real head of state in India is the Prime Minister of India. All the real powers and executive decisions are made through him/her. He/she is the leader of the majority party in the parliament. Also he/she has the powers to summon or preside over the meetings of the cabinet. The Prime Minister is also the head of the Council of Minister. He/she can remove any minister at any time from his Council if he/she wants to and his/her decisions are binding on President. So, Practically Prime Minister is more powerful than the President.
