VM Dandekar and N Rath made the first attempt through systematic assessment of poverty in India in the year 1971 . It was based as per National Sample Survey data of 1960-61. They put forward a case were they suggested that the poverty line must be ascertained from the expenditure that was sufficient to provide 2250 calories each day in both urban and rural areas.

VM Dandekar and N Rath had a different view unlike their previous scholars who believed that the basic minimum needs or subsistence living criteria as the yardstick of measuring the poverty line.
