In 1914 the Russian Empire included Poland, Finland and large parts of Transcaucasia. The majority of the population were slaves as well as Jews and Turks. Several of these groups wanted a regional autonomy and this was the cause of a constant source of political conflicts.
Tsar Nicholas II ruled the empire as an absolute monarch. However following the loss of war with Japan, He was persuaded to accept a reduction of his power.
The government felt that Germany were the main threat because of the triple alliance they formed with Australia, Hungary and Italy to support each other if attacked.
This led to Russia forming the largest army in the whole world, consisting of 360 aircraft and 16 airships.
