Its honestly because its another reason as to why sasuke left the village, his goal was to get strong enough to kill his older brother itachi, but during this one episode where they were gonna fight, he saw that Naruto actually made a bigger hole in the thing, and that could've fueled him to thinking that he's not stronger. bc maybe he thought that if he couldn't beat Naruto then he cant beat itachi. BUt at the same time they could be equal in strength since they both caused each other to lose an arm.
but since naruto is also a jinchuriki, i would think he's stronger, he's also an uzumaki, and posses great chakra because of that, and not to mention his father is the 4th hokage, and he's also related to tsunade and hirashima.
going back to what i said before shows that during narutos younger days, he was stronger, but then coming to their teenage years theyre kinda matched. and now in their adult life, Naruto is stronger physically. but sasuke is stronger mentally.
