Prof. Laski, a British political theorist, economist and author said liberty means absence of restraints.

He quotes "I mean by liberty the absence of restraint upon the existence of those social conditions which in modern civilization are the necessary guarantee of individual's happiness." So he was in favor of absolute liberty without any restraints from the state.
