Arthur Zimmermann. He was the State Secretary for Foreign Affairs in the German government from November 22, 1916, till he resigned on August 06, 1917. He became quite famous during World War I due to the Zimmermann Telegram episode that eventually got leaked to the US.
He was also related closely in plans that were to support rebellions within countries like India and Ireland. He is also known to help the Bolsheviks for undermining the Tsar rule of Russia.
