No.... Iltutmush finished it after Qutub ud din aibak died....
Iltutmush, added three more storeys but Firoz Shah Tughlak constructed the fifth and the last storey.
Qutab-ud-din aibak,the first muslim ruler of Delhi, commenced the construction of the Qutab minar in 1200AD, but could only finish the basement. The successor, Iltutmush, added 3 more storeys. And in 1368, Firoz Shah Tughlak constructed the 5th and last storey.
