The Dutch started the Blangdogdiensten system in Java. Under the Blangdogdiensten system, the Dutch imposed rents on land cultivated in the forests. Some villages were exempted from paying taxes but they had to work collectively to provide free labour and buffaloes for cutting and transporting timber. Later, instead of rent exemption, forest villages were given small wages but their right to cultivate in forest land was restricted.
