A Joint Session of Parliament can be summoned only by the President (obviously on the advice of the Council of Ministers). The session is presided upon by the Speaker of the Lok Sabha (the Lower House of the Indian Parliament).

The joint sitting can discuss and vote on only those items which are NOT required to be passed by a special majority (i.e. a majority of the total strength of the House and 2/3rd of the total members present and voting).
