So Hertz discovered the phenomenon of photoelectic effect, but it was Einstein who successfully explained it. Generally, this is credited to Heinrich Hertz in 1887. As you probably know, Einstein received the Nobel Prize for his 1905 work that explained the photoelectric effect using the ideas of quantum mechanics.
