During the 32nd Meeting of GST Council which was held on 10th January 2019 at New Delhi it was decided to form a Group of Ministers (GoM) on issues relating to lottery. Sudhir Mungantiwar, Finance Minister, Maharashtra was appointed as convener of GoM. It was decided that the ministerial panel headed by him would look into the matters of uniformity of taxation on lottery under GST and also issues associated to it.
Under GST regime there were differential tax slab followed in respect to lottery ticket. The state-organised lottery would fall under 12% tax slab while state-authorised lottery under 28% tax. The panel was given the responsibility to decide whether the differential tax slab on the same product needs be followed or a uniform rate be implemented for both.
The panel was entrusted with the responsibility of overlooking into issues relating to enforcement, including the legal frame work, in order to bring down any tax evasion on lottery .
