Charles Wood was born in Armagh, (Northern) Ireland, on June 15, 1866. His father was a tenor at St. Patrick's Cathedral in Armagh, and Charles himself became a chorister there in his youth. His first advanced studies began about 1872 at the Cathedral school in Armagh under cathedral organist T.O. Marks. Wood later studied composition at the Royal College of Music in London under Parry and Stanford. An accomplished organist, Wood followed with organ studies from 1888 at Selwyn College.

That same year Wood began teaching harmony at the RCM and the following year both harmony and counterpoint at Gonville and Caius College. By this time he had already written some of his more important early works, including the Cantata Spring's Summons (1885), for vocal soloists, chorus, and orchestra.

In 1854, Sir Charles wood, the president of the Board of Control, formulated a scheme of future education in India. It meant to provide a co-ordinated system of education on an all-India basis. This scheme came to be known as the Wood's Despatch (1854).

The main recommendations of the Wood's Despatch were as follows :

1) More primary and secondary schools should be opened in India.

2) Teaching of western education would be the aim of government's education policy.

3) Medium of instruction in higher classes should be in english language.

4) It recommended the process of Teacher's training.

5) It allowed the use of one's mother tongue in educational institutions.

6) It supported the cause of Women Education.

Because of its emphasis on every field of education, the Wood's Despatch came to be known as the Magna Carta of English Education in India.
