Answer:

Macaulay considered that person learned who knew English and European culture. He regarded the learned persons of Sanskrit, Arabic, Persian and other Indian languages as ignorant .

Indians should be taught sciences and western literature. He had a very poor opinion of traditional Indian learning which he thought was inferior to European learning. According to him, “single shelf of a good European library was worth native literature of India and Arabia.”

He was the secretary under Lord Grey from 1832 to 1833. he is known for his Minute on Indian Education which came out in February 1835. He wanted to teach English to the people of India and not Sanskrit or Persian. His argument was: "We have to educate a people who cannot at present be educated by means of their mother-tongue. We must teach them some foreign language." according to him, he wanted to create a class of people in India who would Indian in blood but British by thoughts.
