Mahmud Gawan was the loyal and able Minister of Mohammed Shah-III (1463-81), the thirteenth Bahmani Sultan. In fact, the entire administration was carried out by Gawan. He defeated the ruler of Konkan (1469) and Orissa (1478) and captured Dhaboli and Goa from Vidyanagar. He also set aside land for the expenses of the Sultan which were called "Khalisa".
