Who was Maximilian robespierre ?why is the period from1793-1794 called as the reign of terror

Maximilian Robespierre was the leader of Jacobin club which was responsible for making France a republic country. His reign is considered as reign of terror because of his cruelty. All those whom he found as being enemies of his government were guillotined. He imposed various other rules on people.
