After the August offer, the congress was in a confused state. The radicals and leftists had a desire to launch a mass Civil Disobedience Movement, but Gandhiji  insisted on Individual Satyagraha. Another reason was that he didn't want the mass movement may turn violent.   Lord Linlithgow conveyed Gandhi when he met him on September 27, 1940.

The principle of Individual Satyagraha was non-violence.  This was done by carefully choosing the Satyagrahis.

The first Satyagrahi selected was Acharya Vinoba Bhave. He was sent to Jail  in October 1940 when he spoke against the war.

The second individual Satyagrahi  was Jawahar Lal Nehru. He was arrested on October 31, 1940 and then released in 1941.
