it is impossible to mention the name of of the first Indian who spoke English. If someone points out some names , they are either concocted , baseless or biased . Only the registers of education departments would verify that name.
I know about Mithila where I live. Pandit Vindhya Nath Jha is said to be the first graduate who passed the BA Examination in 1882 .
