According to the Internet it was inspired, apparently, by reports in Antigonish, Nova Scotia of a roaming ghost. In some ways it makes perfect sense that the poem is meant to evoke a ghostly presence. The cadence and rhyme scheme are just a little eerie as is the concept of a man who isn't there.

William Hughes Mearns, better known as Hughes Mearns, was an American educator and poet. A graduate of Harvard University and the University of Pennsylvania, Mearns was a Professor at the Philadelphia School of Pedagogy from 1905 to 1920. Mearns is remembered now as the author of the poem "Antigonish".
