In 1791, the Legislative Assembly waschosen by a process of indirect election; the Electors of the Assembly werethemselves elected by "active" citizens, male citizens whose annual taxes equalled the local wages paid for three days of labour. This disenfranchised about half of the male citizens of France.

In new constitution of France in 1791 which recognize that only men above 25 years of age who paid tax equal to atleast 3 days of a labourer's wage were given the status of ACTIVE CITIZENS . the remaining men and all women were classed as PASSIVE CITIZENS.
